To renew a charter online:

Sixty days before your unit's expiration date, select an adult renewal processor.
The renewal processor attends your district Roundtable to receive more information on Internet Rechartering. Unit access codes will be provided with your unit's annual rechartering kit. See your Commissioner for more information about the rechartering process.

Sixty to 45 days before the unit's expiration date, the renewal processor clicks Recharter Now and begins the process.
When the online process is completed, the renewal processor prints the completed charter renewal application.
The unit leader and the chartered organization representative sign the charter renewal application. Bring the application along with the material you received in your recharter packet (such as the Quality Unit application), and all appropriate fees to your district's charter turn-in meeting.

Through the internet rechartering process, units are now able to enter their charter information via the web. It's easy, convenient, and accurate, because you enter the information yourself!

A representative of your unit can now complete the paperwork for renewing a charter online. From Internet Rechartering, you can indicate returning members, add new members, and update information for an individual or the chartered organization.

Does Rechartering support the BSA requirements for Youth Protection Training (YPT) for adult registrants?
Yes. Rechartering has been enhanced to show if the adult meets the current Youth Protection Training requirement by displaying a Y/N flag indicating the adult is within two years of having completed YPT based on the effective date of the new charter term. This information can be refreshed online by clicking Update unit roster in Stage 2, Step 2. Select Members for Renewal. If an adult completes the training and the PAS record is updated, the unit will see the change in status when this update occurs. Update unit roster may be done at any time until submittal of the unit renewal to the council occurs.

Does Rechartering support the entry of Ethnic Background for new registrants?
Yes. An Ethnic Background selection must be made for any new adult or youth registrant entered online. If this information was not completed on the youth or adult application, the unit renewal processor selects Not Provided. If an applicant entered multiple background selections, the processor selects Other

What other functionality does Update unit roster provide in Rechartering?
Update unit roster allows the renewal processor to add new youth and adult registrants to the unit while working online after the council has posted new registrants in PAS. This update process does not change or reset the work in progress. If a unit has already entered a new adult or youth, however, the previously entered record will need to be removed. The unit will know which record to remove because that record will not display a person ID in Rechartering. Records that have an ID came from ScoutNET PAS.


How to Use

Training on Internet Rechartering is being set up within each district - visit your district roundtable for details. Each unit will receive its Charter Renewal Package as usual. This year, the packet includes information for Internet Rechartering, including an access code especially for each unit. The unit selects an adult to complete the online process. This renewal "processor" uses the access code to log onto the Internet Rechartering Web site, selecting whether to start the process with current ScoutNet data, or data from unit-management software. At anytime, the renewal processor can suspend the electronic rechartering process and return later to the last complete screen.

The system lets you enter new members, renew current members and update information for any registrant. When completed, the new unit roster is submitted to ScoutNet and a Unit Charter Renewal Report Package is printed. This package includes the unit charter application. Acquire the signatures for the application, attach applications and fees and take entire package to your district's "Recharter Turn-in Meeting". Please note that you will need to have Internet Explorer 5.5 or better to use this new Internet Rechartering feature.

NOTE: Rechartering is supported by Microsoft Internet Explorer version 7.0 or higher, and no other browser provides full functinality. If you use Internet Explorer 8.0 or higher, you MUST use in compatibility form.
